Abstract: This article contains the results of a study on regional development, in particular a review of existing principles and the development of an effective approach to the analysis of the regional space for improving the social and economic environment in the regions. An analysis of the results of carried out experiments revealed a discrepancy between the traditional approaches to the real conditions of the regions development. The suggested approach, based on the principles of neuro-fuzzy modeling and expert methods, combines scenario calculations with qualitative and quantitative indicators, experts knowledge in the subject area. It allows reaching a topological ordering of objects, dividing into groups and analyzing the dynamics of development of districts of the chosen region. The approbation of the proposed methodological approach was carried out using real data on the activities of districts of Dnipropetrovsk region in 2006-2015, which confirmed the effectiveness of the developed mathematical tools in identifying common patterns in the development of areas according to their financial and social indicators.
